This"mountain" was originally called Moses Mountain. Named after Robert Moses ( The " Destroyer" of NYC) It was built from the escavation work from the building of the Staten Island Expressway back in the 1960s. There was so much excess rocks and fill with no place to put it so they trucked to the present location. At the time the area was not designated as a park or the Greenbelt so that's why it was dumped there .
