Staff at OPS need to ensure drug addicts DO NOT loiter and use drugs outside the building on the sidewalks. OPS needs to take responsibility and accountability for keeping the neighbourhood clean and safe for all residents of the neighbourhood, not just for drug addicts who come use their services. Sarah needs to encourage the addicts use the services INSIDE the building and not do drugs outside, out front of all the businesses and residential apartments up and down the blocks surrounding OPS.
