Im suprised to see so many negative reviews as i have never had a big problem with Otero. It seems people let a minor inconvenience form thier entire opinion of a place. I might be guilty of that too but first impressions are important. I digress, i have only had minor issues. When i tried to deposit money into my dads account they would let me do it.
