They cheated Plano and area residents for over a decade since the early 90s when they entered into what every resident feels like was a fraudulent and corrupt contract with City of Plano to guarantee a certain high level of water usage. To show how corrupt it was, we consistently only met 25% of the guaranteed usage and so the residents had to show in the 75% overcharge for water we didn't use.
