I give the crew that keeps the water running a 5, but I give the billing department a 1 because for years now, they can't seem to get the bill out in a timely manner. My latest bill arrived 23 days after the billing date and four days after the past due date. Not pleased. In fact, it was so late I finally personally went and paid my bill rather than wait for it any longer.
