They don't tell you up front if you got the loan or not. They take you through all the steps as if you were approved, up to even getting your debit card information to send the money to only to turn around and tell you that you aren't approved. You should get people's hopes up like that when they really need the money. I'm sure you can see if a person's approved or not before asking for information that would make a reasonable person believe they were approved.
