I'm sure existing account holders do not want their shareholders or recipients of checks to be penalized with "% 2+service fee"" strictly because they do not have accounts with this bank. These policies are just like mafia payments. It's what hustlers and thieves do. The Manager could have waved the fee for my transaction but chose not to.
