After his file changed hands with 2-3 different accountants they charged him $400 to file 2 years worth of income tax and told him they cleared things up and debts were taken care of. He started receiving GST and tax returns again so he thought everything was fixed, 2 years later CRA is calling again because nothing was cleared up and the debt has been gaining interest this whole time.
