If you pay late, you are penalized with fines, which is completely normal, but the fact that you then can’t pay your half payment because they require the whole even though the second payment isn’t due until April is a scam. Oh and if you don’t pay it even though they won’t let you pay the first half you’ll still get fees added each month, so you’re damned if you do damned if you don’t.
