I have been trying to call tax collectors office for hours and a message keeps popping up saying they're not accepting calls , what's going on with that

There was absolutely no point in paying the fast track fee to have my title delivered within the time frame they claimed it would take- THREE DAYS is what the fast track fee should’ve taken due to that’s what I paid for. Yet, here I am WEEKS later still waiting on my title with no response/reason as to why, and where my title is other than them saying “it was cut today” after it was already A WEEK PAST DUE! A WEEK WHEN I PAID FOR IT TO TAKE THREE DAYS- NO TITLE STILL!
I my 72 years on the earth, I never thought I would be complimenting a tax assessors office. I had the pleasure of experiencing no lines, very pleasant and helpful clerks that even took time to welcome us to our new home. Upon leaving, I had a dead battery. The lady’s in the office rushed around finding battery cables while some of the assessors brought a vehicle around to help. No luck. Battery was bad.
