It took a long time for them to get going, it's currently having renovations. The residents some need to actually need a nursing home, are afraid or have accepted they may be spending the rest of lives there, court ordered, or just fell on hard times that probably is forced to be there. Ran down nasty place. Very sad they take money from these people to live the way they do highway bridges look better.
