Driver comes to a complete stop at a yield while on his phone and no one else is in the vicinity of the area, then slowly creeps forward so I attempt to go in the other lane to go around and he suddenly realizes there’s no one in front of him and hits the gas effectively cutting me off and proceeds to get mad at me. If you’re going to drive a company vehicle with the company name plastered on it, make sure you’re following the rules of the road.
