Some training on how to write a clear and concise instructions letter would do good. Especially if that would mean the actual tax payors (residents) won't have to deal with snarky emails telling them to "As stated in the letter you can do either..." (it was not stated clearly in the letter). Also, sending bills for back taxes for two years because of a recent appeal being decided right before holidays season - that's just low. Sheesh.
