If a tax paying citizen requests that you look into an issue regarding documents not being sent to their address causing them to incrue late fees well into the hundreds, the least that staff can do is look into the issue rather than callously claim that "there's nothing you can do" and that "it was sent". There is no need to spread personal misery to those coming to you for help resolving an issue.
