Aging mother speaks limited english. Northern bank, davis street ,vacaville happily opened her account for her by her nodding,saying yes to have me speak for her.. Today we did same to withdraw. I was told by desk clerk that the bank manager said that mother has to say"I want to withdraw my money". They didn't tell us that when acct opened!! She didn't have to say I want to open acct, I did for her. Also this bank does not accept power of attorney that she notorized to have (her daughter) pay her bills,and have access to tra... read more
