It's a town tax collector, from my experience they are all pretty similar. Not exactly fun places, and not usually especially fast, but they get done what needs to get done. A lot depends on who staffs the place. Being buried in a tax office all day tends to attract a certain personality type, so don't expect fantastic customer service. If they are competent and reasonable efficient, call it a win.
Paying taxes is never fun. Sometimes it's financially difficult or impossible. Unfortunately, I have had more than one experience there where I was not treated great because I was only paying a partial bill. I have had a couple fine experiences also. It really depends who's working.
