Company spends all its money lobbying lawmakers and institutions to keep their test as the only option for obtaining access to careers or graduate school. Thus, the testing experience is horrendous and when support is inevitably needed they outsource the job to third parties who are totally powerless so they don't face the blame for their ineptitude. If you want this to change be sure to contact your state representative and ask them to take action.
