I worked in investor services and as far as I can tell, the company hires for that position exclusively through temp agencies. I was a temp for almost 6 months and a full time employee for no more than 3. The company uses this practice and policies such as having to stay in that position for 1 calendar year before being eligible to apply for another internally to squeeze as much time out of people well qualified to move into other roles as possible.
