Told them to mail me a check, instead they turn it over to the state as unclaimed funds. Their reason was I didn't confirm my address which has not changed in over 20 years.

OK, so I understand banks have a return policy I get that but Customer is having an issue with Verizon wireless and their system accidentally pulling money from the customers account.
