I'm all for a loose working environment for employees as someone who has worked in customer service a lot through my life. But when you have a lot of customers waiting in the store for over an hour or 2 hours to sell their clothes, I don't think it's very considerate of people's time when employees are clearly distracted from frequently socializing and chatting amongst each other about random things.
