The driver in truck 020982 was parked in the fuel island at a busy truck stop at a very busy time of the day today I'm talking 2 trucks stacked behind trucks already in all the fuel lanes busy. Guys like this are the reason these stackings happen in the first place. They're why a 15 minute fuel up can now take 45+ minutes.
