I was working a temporary assignment in Woodville, Texas. I needed quarters to use in the apartment washer/dryer machines, so I stopped into the Woodville branch of the Citizens State Bank. They would not give me change of a $10 bill because I did not have an account there ! IT WAS A US GOVERNMENT ISSUED AND BACKED TEN DOLLAR BILL 111 (Well, now I understand why they would not give me change !) So I went down the street and another bank cheerfully gave me change.
