Staff turnover is extensive from top down. Health Department involvement due to major bedbug infestation. A resident was sent to the hospital after being bit up so badly. Residents had no access to phone to contact family. Stairway to the second floor is very hazardous. Cigarette smoking with staff and residents was the focal point. Staff tried hard to make it nice. Family atmosphere was nice though very little stimulation. In a nice neighborhood to walk around.
