In my experience they don't negotiate but they do give excellent advice. In order to use the service you need to be pre approved. As soon as I was pre-approved from CapComFCU, I was redirected to a new agent who goes by the name of "Sho". I only heard from Sho once and during that conversation we set a test drive the following morning, afterwards I would call Sho so she could negotiate for me.
