Tenets need to follow the leash rule asap. I am a stage five kidney failure so it is hard to protect my dog but will do

Tenets are supposed to put leashes on dogs but dont and some dogs are mean and will try to attack your dog. They need to do something before something happens and legal action has to be taken!!!
