We went to Avis Rental Car in Staten Island hoping to rent a car as tourists. The agent told us that since we only had a debit card and an international driver’s license, we couldn't rent a vehicle. He explained that only U.S. driver’s license holders can rent with a debit card, tourists must use a credit card.
