They get a poor rating due to their allowing the patients to be so loud, especially the cursing, and they allow such heavy smoking. The cigarette smoke can be smelled a long way and even enters my house. One of the residents hacks almost endlessly sometimes. I view the smoking as allowing the residents to engage in very unhealthy practice and the loud cursing as a major offense.
