For any bank who can't give you change, you shouldn't do business with them. She could have said, "since you don't have an account with us, I'll give you change for this one time one. Although be advised that we do require an active account to receive bill change" but she straight out said "you didn't have an account, I can't give you change..." And that's probably why the bank is empty and you didn't gain customers.
