How is crossing the street in a residential area and your driver is driving like a bat out of hell going easily 40 miles an hour if not more in a residential area

I was with my daughter who was driving to the dmv for her license test - we had a student driver sticker on the back of the car - She was driving perfect - stopped at a red light and then this guy started honking at us - pulled around in the no passing medium - passed us and ran the red light and flipped us off. He then ran another red light and almost crashed the wheel chair transport van he was driving. How they ever got licensed i will never know. Crazy how I was looking up this business to report the driver iratic driving. And the reviews are nothing but how awful the driving of their drivers are. Nothing is being done about it either is crazy to me . There were people in there being transported to and I could have sworn we were on a race track. Or he was part of fast and furious. Company needs to do better .
